The son of a former prime minister and the brother of a future prime minister, Thanom Kittikachorn took power at the age of just twenty-seven. His coup d'état overthrew several governments within a month's time and, having secured power, proceeded to purge the country's political system of anyone considered to be an obstacle to his personal interests. The movie continues 15 years later, in March 1983. The film opens with Thanoms younger brother Kukrit Pramoj (ขกริต โพโม่) now serving as Prime Minister who makes his first speech since taking office. It also tells the story of another coup d'état, this time by Thanom's son Prem (Kukrit's younger half-brother) against Kukrit Pramoj in December 1981. He deposed Kukrit and arrested many high-ranking military officers, including the commander-in-chief himself. Prem Kittikachorn (born 15 November 1939; or alternatively 1964–1975?) then assumed power but was arrested after less than a year in charge. When he was freed, he immediately restored the government under the leadership of his younger brother Thanom Chidchob (born 16 July 1961; or alternatively 1975–2001) who had been quietly installed as the head of state while Prem was detained. In the middle of a general election, the 1979 policies of Prem Kittikachorn and his government are being scrutinised by a committee chaired by a senior member of parliament. Among them is a new law on news reporting, broadening the scope for control over newspapers. A new law on procurement has been introduced to prevent corruption in public-private partnerships, while another on special tribunals makes it easier to condemn people to death without legal recourse. Other laws have been introduced that affect rural development and administered prices of agricultural goods, all with political consequences for Thanom Kittikachorn's government. Following a general election in February 1979, the assembled members of parliament begin debating these policies before voting on each piece of legislation individually. The new laws are passed by a majority of votes, but not before members of parliament are intimidated by the presence of soldiers. The MPs vote for each law in turn, with no opportunity to change their minds once they have cast their ballot. Those who oppose the policies and attempt to voice their objections nonetheless are quickly and violently silenced and expelled from the chamber.
